CYPRESS, CA — A man seen around the Cypress Target taking “upskirt” photos of female shoppers was tackled by an irate father, police reported. On Sunday evening, a man Cypress Police identified as Jorge A. Ibarra, Jr., 47, was caught in the act of taking cell phone photos of women, without their knowledge at Cypress Target department store.
One Orange County father, Ismael Duarte, told KCAL9 that he first saw Ibarra attempting to approach his daughter with his phone on camera mode. Duarte blocked the suspect’s approach, according to the news report. Minutes later, he said, he saw the suspect doing it again, this time with another victim in a checkout line.
The surveillance video shows the suspect apparently pretending to look one way while aiming his cell phone up the skirt of a woman at the checkout counter. When Duarte noticed what was going on he tackled the suspect, the video shows. The man and his wife then chased down Ibarra, taking a photo of their own–of his license plate, then handed that over to the police.

Cypress Police detectives were able to identify the suspect based upon the information they received from witnesses at the scene, including Duarte and his family.
During the investigation, officers learned Mr. Ibarra had committed the same crime at the Target department store located at 20200 Bloomfield in the city of Cerritos earlier in the day, police said. Ibarra was arrested on charges of Invasion of Privacy, police said.
“Mr. Ibarra was booked at the Orange County Jail and bail has been set at $25,000,” they said. He is expected to be arraigned on Friday.
Target responded with a statement, saying:
“At Target, the safety and security of our guests is very important to us and we have no tolerance for this behavior in our stores. Immediately upon learning of these recent incidents, our teams called police to investigate and shared video footage with them. We will continue to help law enforcement in any ways that we can be of support to their investigation.”

According to authorities, Duarte is being hailed a hero but media outlets reported Duarte replying “he was just doing his job.”
